The New York State Developmental Disabilities Planning Council (NYSDDPC) is legally bound to make public questions regarding a specific Request-for-Proposal. Can an out-of-state agency partner with a New York based agency on the First Responder’s application?
 
Out of state agencies or organization are considered eligible applicants as long as they meet the requirements set forth in the RFP section, “Who is Eligible to Apply for this Request for Proposal”.

Can an agency submit an application themselves and be listed as a partner on another agency application?
 
Yes, an agency can both submit their own application for funding and be listed as a partner on another agency’s application.  Since only one application will be awarded funding, this will not present a potential conflict.

Will the DDCP provide the selected grantee with a list of first responder training programs or existing curricula once the grant is awarded?
 
While the DDPC does have access to some first responder training materials, we are not prescribing any particular curricula or training programs for this initiative.  We would expect each applicant to describe their plan to modify existing or develop new curriculum.

Can products be disseminated through an agency website?
 
We would look for each applicant to describe dissemination plan to distribute the products, and utilizing a website to distribute grant materials or resources could be one method of making end users aware of products.

Will the selected grantee be expected to present at national conferences and should this be included in the budget?
 
DDPC is not requiring the selected applicant to present at national conferences however if the selected grantee wished to do this they would have to include this in the budget figures and provide sufficient justification.

Under Evaluation point 4, what is meant by project products?
 
Project products are items, typically developed by the grantee, which will be used in the implementation of the initiative, providing notice of the initiative, or dissemination of initiatives best practices and may include such items as the training manual, lesson plans, training announcements, summary reports, etc.

What does "pre-and post-service training requirments refer to?
 
Pre and post service training requirements refers to the training mandates of newly hired (pre-service) and experienced (post-service) first responders.

The RFP refers to "providing ongoing technical assistance to regional trainers..." does this refer to gaining access to electronic media or non-technological issues regarding training materials?
 
Yes, the DDPC would expect the selected applicant to clearly outline what mechanisms are in place to ensure on-going communication with the regional trainers related to the curriculum and materials developed as well as the local roll-out of the training.

Upon being awarded with the grant, could the grantee be provided with information to help us establish relationships throughout the state, ex. (Incorporating people who run centers for independent living) or is this expected to be gleaned independently?
 
DDPC can assist the selected grantee with establishing connections to various disability and/or first responder organizations located within NYS.

Can the selected applicant create a certification to enforce aspects of training ex. (evaluations and testing)?
 
A.  The DDPC would expect each applicant to describe the method which will be used to evaluate the impact and effectiveness of the training, whether via a certificate or some other format.

Our agency uses NYS DCJS state certified instructors to teach curriculum. Does the DDPC insist on using state certified instructors to disseminate material statewide, using a "train the trainer" model?
 
The RFP does not specify that the regional trainer or any other trainers must be state certified, however the RFP will be scored in part on the quality of the personnel developing and delivering the training

Is this curriculum that is to be developed going to be mandatory training for first responders in New York State? If so, is it up to the agency awarded with the grant to determine what system is used to establish contacts throughout the state, or will w
 
The RFP does not specify that the developed curriculum will be mandatory for any or all first responders; it does however ask that applicants address how the curriculum will be made available to both newly hired and existing first responders as part of their overall training requirements.

Must letters of commitment from partners be in the form of letters, or can they be emails printed out and included with the application?
 
DDPC will accept either formal letters or emails printed out and included with the application.

Are discounted rates from subcontractors eligible as part of the matching requirements?
 
No, match for DDPC grants can be cash or in-kind contributions (staff time, rent, supplies, etc.) from any source other than another Federal grant.  Some in-kind match from a sub-contractor can also be included.

What information should the RFP application contain regarding budget costs such as travel and equipment?
 
The RFP applications should detail what the approximate costs for travel, equipment and supplies are anticipated, keeping mind that the magnitude of these items will limit the balance of the grant available for major project expenses such as personal service, fringe benefits, and consultant and contracted services.

In addition to training first responders, can the DDPC funds be used to train direct care providers such as group home staff?
 
The focus of this grant is on training first responders about people with developmental disabilities.  If an applicant chooses, in addition to educating first responders, to provide training to direct care providers, it would need to be an add-on to the first responder training.

Should Letters of Support be submitted with the grant proposal?
 
While we recognize the value of Letters of Support, we have made a determination not to accept them with the First Responders grant applications.  Letters of Commitment from organizations partnering with the lead agency are to be included in the grant application.

Each of the partners must meet the eligibility requirements as stated in the RFP announcement.

What if the “pass through” is for a partnership? How are agency partnerships structured?
 
When the RFP announcement permits and encourages partnerships of agencies, the lead agency should submit the application.  The lead agency would be the primary partner that will manage the project, report on the project to DDPC, be reimbursed by DDPC for the reported expenses for the secondary partner(s), and reimburse the secondary partner(s).  The application submitted should clearly delineate...

Can the applicant “pass through” the DDPC funds to another entity?
 
Except for foundations that administer grants for public agencies, the lead applicant is expected to be the primary recipient of DDPC funds, to manage the project, and to do the majority of work on the project.  The grantee may sub-contract for services that it cannot provide internally, or purchase equipment or supplies from another vendor, but this must be described in the application and reflected...
